The Banque centrale du Luxembourg (BCL), member of the Eurosystem, is currently seeking to recruit a(n):
Full time - (ref. 16/ISP/2024)
Within the “Infrastructures and payment systems” section, you contribute, as a catalyst, to the smooth functioning of market infrastructures (in particular payment systems) and of payment instruments, by promoting their efficiency, security as well as innovation.
• You monitor and analyse the impacts of market developments and innovations, in particular in the payments’ area, and take part to meetings with market players in this context;
• You develop and maintain the BCL framework and methodology for the collection of payment statistics;
• You check the quality of the collected payment statistics and follow up with the reporting agents;
• You contribute to the definition and development of tools for payment statistics analysis and you draft studies, reports and publications on the development of payments and payment instruments in Luxembourg;
• You prepare payment statistics in order to make them available to external and internal users;
• You participate in working groups, projects and committees, at national and Eurosystem levels, dealing with market infrastructures and payments; and you draft opinions, analysis, publications and briefing notes on the required subjects.
• You have a Master's degree or equivalent in economics, business administration, statistics, finance or similar;
• You have a successful experience in the field of market infrastructures or payments and/or in-depth knowledge of payment instruments and/or payment flows;
• A good understanding of the regulatory and policy frameworks applicable to market infrastructures/payments and/or of the reporting framework for payment statistics is an asset;
• You have excellent writing, data analysis and synthesis skills;
• You have an excellent command of Microsoft Office and advanced knowledge of statistical analysis tools, such as SAS; Knowledge of Python/R is an advantage;
• You are fluent in French and English; The knowledge of Luxembourgish and German is an advantage;
• Your interpersonal skills will enable you to integrate easily into your team and successfully carry out your assignments with internal and external parties;
• You demonstrate initiative, team spirit, reliability, rigor and are recognised for your organisational skills.
